    Our History A unity in Christ almost as old as our country deserves to be fostered for future generations The Dover Baptist Association predates any Virginia Baptist organization and even the first Baptist national organization as formed in the early 1800s. We Baptists are a diverse group of Bible-believing, autonomy-loving Christians. With a long and strong track record of working alongside one another despite any differences, the DBA allows us to unify our impact for the Kingdom locally and globally. A Rich History Dover Baptist Association formed in 1783 when the General Association of Separate Baptists of Virginia divided at the James River. A decision of the General Association of the Separate Baptists of Virginia to divide into “Upper” and “Lower” districts on the north side of the James River resulted in the formation of Dover Baptist Association. The association first met in 1784 at the meetinghouse of Dover Baptist Church in Goochland County. The twenty-two charter member churches had constituents in at least twenty-one Virginia counties. By 1800, Dover soon took its place as a leading association, providing key leaders for the Baptist General Association of Virginia that organized in 1823. Even during those early years Dover included congregations representing the ethnic variety of the region, reaching as far as Maryland. We have a history of working with various believers in Kingdom causes. In the early 1830s, the Campbellite or “Reformation” movement found Dover Association dealing with problems of doctrinal compromise by advising the churches to exclude the disaffected members. After 1835, Dover exhibited a new unity and experienced rapid growth. In the ensuing years Dover has released churches from membership to form new associations, among them, Rappahannock, Hermon, Peninsula and Richmond. In 1955, the association created the office of Executive Secretary, today’s Executive Director of Missions. William E. Cullers served from 1955-1961. W. Paul Hepler served from 1962-1976. Richard T. Moore served from 1977-1995. Steven K. Allsbrook served from 1997-2017. Dr. Robert Dale and Rev. Rose Mary Stewart served as co-Intentional Interim Executive Director of Missions from October 2017-October 2019. The Reverend Dr. Maria Lynn served as the Interim Executive Director of Missions from August 2020-July 2021. The Rev. Arnold ‘Win’ Davis was called as the fifth Executive Director of Missions on June 8, 2021 and began serving on August 2, 2021. Dover Baptist Association continues to help its family of churches serve Christ as it serves the churches and their leaders, encouraging each other and doing missions together. William E. Paul Hepler Scholarship PASTOR RECOMMENDATION FORM STUDENT APPLICATION FORM W. Paul Hepler was the Director of Missions for the Dover Baptist Association from 1962 to 1976. He introduced the scholarship fund with the intention of "simply to help a needy and deserving student each year if only in a small way" (Note from Hepler to A. Russell Sisson). Guidelines for Administering the Paul Hepler Scholarship Fund of the Dover Baptist Association The student Ministries Council of the Dover Baptist Association will be governed by the following guidelines: 1. A person to be considered for Scholarship Aid must be a member of a Dover Association Baptist Church for at least one year prior to his/her application for aid, and the application must be approved by the church. (Time requirement exception may be considered by the Student Ministries Council.) 2. The applicant must be planning to pursue a baccalaureate or graduate degree in an accredited college, university, or seminary. Seminary students must attend a seminary accredited by the American Association of Theological Schools. College students must attend a college accredited by the Southern Association of Colleges and Schools. The school which the applicant attends may be denominational or non-denominational in Virginia or a Baptist institution out of state. (Exceptions may be considered when the applicant is pursuing a diploma program such as one at an accredited seminary.) 3. Application forms, approved by the Dover Executive Committee, will be available from the Dover Assocation Office. Completed applications must be submitted there by March 15. The application form must contain sections describing applicant's general family and personal background, Christian experience, church activities, vocational goals, financial position and academic standing. In addition, the last page shall be a church verification and recommendation to be returned with the completed application in a separate, sealed envelope. The applications will be evaluated to determine financial need. Once financial need is established, the other areas of the application will be used to decide which applicants should receive awards. All else being equal, the following priorities for awarding scholarship(s) each year would be followed by the Council in decreasing order: a. First year undergraduate(s) b. Other undergraduate(s) c. Graduate or seminary student(s) 4. The Student Ministries Council reserves the right to interview any applicant. 5. Distribution of funds: a. The scholarship or combined scholarships shall not exceed 80% of the annual proceeds from the corpus of the Hepler Scholarship fund. b. Each scholarship check will be made out to the school and delivered to the recipient. 6. If a student who is the recipient of aid withdraws from school, the Student Ministries Council must be notified at once. 7. Each scholarship must be approved by the Dover Executive Committee. Once approved, they shall be publicized n the next issue of the Dover newsletter. 8. These guidelines must be reviewed no less often than every five years. Any proposed changes shall be submitted to the Dover Executive Committee for approval. 9. A permanent list containing a minimum of each year's applicants, their churches, year of study, school attended and amount of any scholarship awarded shall be maintained at the Dover Office. The applications of those who receive awards shall be kept on file at the Dover Office for at least one year. 10. The Student Ministries Council shall promote the Hepler Scholarship Fund and encourage donations by the Dover Association, churches, and individuals. Hey Student! When the U. S. entered World War II, Leslie joined the Marine Corps. Hazel joined the Navy as a WAVE. They met at the Quantico Marine Corps Base chapel in Virginia. As the war ended Leslie felt a call to minister among the Japanese. They married and pursued further education. The Southern Baptist Foreign Mission Board appointed Leslie and Hazel Watson in 1950. After language school in Tokyo, they went to the Japanese city of Miyazaki to plant churches. Leslie and Hazel served in Japan for 32 years. Then the mission board asked them to serve at its International Learning Center in Rockville, Virginia. They ministered there for four years, helping train and prepare new missionaries to serve Christ effectively in unfamiliar cultures. As members of Berea Baptist Church, Leslie and Hazel connected to Dover Baptist Association. When Leslie and Hazel retired from missionary service, they moved and joined nearby Biltmore Baptist Church in 1988. Leslie volunteered his services to Dover Baptist Association as Missions Development Associate. He visited Dover churches, encouraging local and regional mission activities. Hazel focused her attention on helping WMU groups. Three years later Leslie developed terminal cancer. Dr. Keith Parks, then president of the mission board, visited Leslie at the hospital. It turned out to be the last week Leslie lived on this earth. During the visit, Leslie removed his wedding ring and handed it to Dr. Parks. Leslie told Dr. Parks he wanted the ring sold and the money given to the Lottie Moon Christmas Offering for International Missions. Humbled by such a gesture, Dr. Parks accepted the gift. Dr. Parks told that story to the staff of the Mission Board in their chapel service the next day. Those present contributed to an impromptu offering to redeem the ring. They contributed more than twelve times the value of the ring, gave the money for missions, and returned the ring to Hazel. Hazel continued serving our Lord by being a friend and witness to many people. She served as Biltmore’s WMU Director, as a deacon, and as an encourager. An article about Hazel that appeared in the church newsletter said, “Hazel may best be known, however, as a mighty prayer warrior. Her gentle spirit and loving attitude are an example of a life centered on God, and Biltmore is fortunate to count Hazel as one of our church family.” Hazel shared her talents with Dover Baptists through the association’s Discipleship Training Committee, Missions Awareness Committee, and through its Prayer Council which she led. Dover WMU recognized and shared Hazel’s love for missions and people, appointing her its Missionary-in-Residence. Hazel’s family planned to celebrate her ninetieth birthday on January 4, 2009. Following her death on December 28, 2008, the family transformed that event into a celebration of her life and ministry. Leslie and Hazel’s remains are buried in the National Cemetery at Quantico, Virginia. A friend said, “Whenever either of these two walked into a room, that room would be flooded with a warm, holy light.” Dover Baptists thank God for their ministry and lifelong witness, including their time among us. In 2010, Dover Baptist Association added the names of Leslie and Hazel Watson to its annual offering for association missions. May their example inspire Dover Baptists and others for generations to come!

Dover Church Challenge Grant Fairmount Baptist Scholarship Paul Hepler Scholarship Partnership Missions Scholarships Pruett Fund for Church Leadership Scholarship Watson Missions Grant DWMU Hollins Scholarship Dover Church Challenge Grant Program Guidelines for the Church Challenge Grant The Purpose: Dover Baptist Association awards Church Challenge Grants to advance the cause of Christ through helping churches begin new ministries. By "ministries," the association means any effort or program that a Dover congregation feels led to begin with the goal of showing unchurched people God's love in its community context. To qualify as a new ministry, the effort or program must represent a new way for the applying church to help people know God's love, even if other churches have tried similar efforts or programs. Who Makes the Decision? The Missions Development Council judges all grant applications. Applying does not guarantee approval. The council will approve grants that, in the judgment of its members, fulfill the purpose of the grants. How Much Does the Association Give? The grants come from designated Association Missions Offering funds. The council will award one grant per church of up to $500 or 50% of the cost of the new ministry, whichever is less, in any calendar year. It will award available funds on a first come, first served basis. How to Apply: Any Dover church or mission may apply. To apply, the church or mission should send a letter of request indicating: A detailed plan or description of the new ministry, including the cost and when the congregation will begin the new ministry. The congregation's vote to begin the new ministry and to request the grant. (Please attach a statement showing that the congregation approved both and the date of the congregational business meeting or meetings.

Dover Women's Missionary Union's Carolyn Hollins Memorial Camper Scholarship for CrossRoads Camp and Conference Center, Lowesville, VA Carolyn Hollins Memorial Camper Scholarship For CrossRoads Camp and Conference Center, Lowesville, VA This scholarship was established by the Woman’s Missionary Union of the Dover Baptist Association in memory of Carolyn Hollins. Qualifications and Guidelines Scholarship aid shall be given to qualifying applicants who attend Girls in Action (GAs), Royal Ambassadors (RAs), Challengers, Acteens, Children in Action (CAs), Youth on Mission (YOM) or other children’s missions organization, ages 8 (by the time they arrive at camp) through age 17. Scholarship applicants must attend a church affiliated with the Dover Baptist Association. Applicants are eligible for one scholarship per camping year. 1. Applicants for the Carolyn Hollins Memorial Camper Scholarship should be actively attending GAs, RAs, Challengers, Acteens, CAs, YOM or other children’s missions organization. Applicants must be recommended for the scholarship by the GAs, RAs, Challengers, Acteens, CAs, YOM or other children’s missions organization leader and the WMU director or pastor of the local church they attend. 2. Applicants must meet the requirements for summer campers at CrossRoads. Applicants must be willing to assume all responsibilities for travel expenses and personal safety. Please see camp website for more information, www.crossroadscamp.com 3. Leadership qualities will also be a determining factor in the selection of the recipient. The missions organization leader will include in the recommendation examples of this quality of the applicant. 4. After their camp experience, applicants are required to write a one-page summary of “What I Learned or Experienced at Camp”. Please complete and send this within 30 days after your camp experience. This should be mailed to: Carolyn Hollins Scholarship, DWMU, PO Box 6128, Ashland, VA 23005. The leader may assist the camper with this assignment. 5. A maximum of two scholarships will be awarded each year. Scholarship approval is subject to available funds and space at CrossRoads Camp. 6. Applications are due to the Dover Office no later than March 1 by 3:00 pm and should be mailed to Carolyn Hollins Scholarship, DWMU, PO Box 6128, Ashland, VA 23005. 7. Applications will be reviewed and evaluated by the Dover Baptist Woman’s Missionary Union Council. Scholarship recipients will be sent a letter of confirmation by March 31. Dover Church Challenge Grant Fairmount Baptist Scholarship Paul Hepler Scholarship Partnership Missions Scholarships Pruett Fund for Church Leadership Scholarship Watson Missions Grant DWMU Hollins Scholarship Partnership Missions Scholarships Guidelines for the Partnership Missions Scholarship The Purpose: Dover Baptist Association awards partnership missions scholarships to advance the cause of Christ through partnership missions efforts and to increase the number of Dover churches and individuals involved in partnership missions trips. By “partnership missions trip,” the association means any volunteer missions effort that a Dover congregation believes will involve its people in furthering the cause of Christ by their physical presence on a mission field beyond Dover and that advances Dover’s purpose of helping reveal Christ by doing missions together. Who makes the decision? The Partnership Missions Council evaluates all scholarship applications. Applying does not guarantee approval. The council will approve scholarships based on available funds and the merits of the request, giving priority to trips that work with Dover’s mission partners. How much does the Association give? Unless otherwise designated, Dover will set aside 70% of partnership missions scholarship funds for mission trips with Dover missions partners and 30% for other mission trips. For mission trips that work with Dover missions partners , the council will award an individual one grant of up to $300 or 20% of the cost of a partnership missions trip, whichever is less, in any calendar year. The council will award any Dover church a grant(s) of up to $750, including individual grants, for partnership missions trips in any calendar year. For other mission trips , the council will award an individual one grant of up to $150 or 20% of the cost of a partnership missions trip, whichever is less, in any calendar year. The council will award any Dover church a grant(s) of up to $500, including individual grants, for partnership missions trips in any calendar year. The council may adjust any and all grants based on availability of funds. How to Apply: Any Dover church or mission may apply. Anyone associated with a Dover church or mission may apply. To apply, the qualifying person or church should send a letter of request indicating: a. The name(s) of the person or church, the nature of the trip (including time, place, and cost) and amount of aid requested. b. The church’s approval of the request in business session (Please attach a statement showing that the church approved the request and the date of the meeting. Have it signed by a church staff member or a church officer such as the clerk or moderator.) c. The amount of the request The request may come before the related partnership missions trip and must reach the Dover Association office not later than 90 days after completing the trip. What does the association expect? Within 90 days of completing the trip, the council requests a written report and photo(s) from the trip to share with the association. The association may also request for a recipient(s) to make a verbal report or presentation appropriate association events. Additional Information: The Partnership Missions Council may consider exceptions to these guidelines as requested. Dover Church Challenge Grant Fairmount Baptist Scholarship Paul Hepler Scholarship Partnership Missions Scholarships Pruett Fund for Church Leadership Scholarship Watson Missions Grant DWMU Hollins Scholarship Watson Missions Grant Watson Mission Offering Grant Guidelines The Purpose: Dover’s Leslie and Hazel Watson Offering for Dover Association Missions helps fund missions and charitable work outside of Dover’s budgeted expenses. The offering calls attention to missions and charitable work in and beyond the communities served by Dover churches. Association Missions Offering grants are intended to benefit work that complements, rather than duplicates, the work of Dover and its churches in keeping with our biblical values. Who may apply? A Dover church that contributes to the association’s General Budget may apply on behalf of a tax-exempt ministry or organization that provides services—in keeping with our biblical values—to a people group in the community that church serves. Application Requirements: An application must include the following items: A letter from the nominating church, or those empowered to act for the church, with minutes or other similar statement verifying the church’s nomination and the grant amount requested (the church should address the letter to the Association Missions Offering Team at Dover Baptist Association) A description of the ministry or organization, including contact information and a description of how the grant would be used The most recent annual report or some other supporting documentation that confirms the work of the potential grant recipient Any other information that might help the team evaluate the grant application Permitted Grant Uses: The grant must be used for the direct benefit of the people served by the ministry or organization (e.g., benevolent or program expenses). Grants may not be used for salaries or operating expenses other than those that directly benefit the people the ministry or organization serves. The church must and its senior pastor must approve the nomination, including the amount requested, and affirm the above use Dover’s Association Missions Offering Team has final approval on the award and nomination does not guarantee approval of a grant award; the Missions Offering Team may choose to award the amount requested or a different amount, up to $3,000, to a nominated ministry or organization and is accountable to Dover Baptist Association and its Executive Committee Nominees are not limited to ministries or organizations sponsored by the Dover Baptist Association, its member churches, or other Baptist entities. Churches may nominate secular organizations if the nominee can demonstrate that it meets all other requirements Funding: Dover Baptist Association receives its offering through October 31 each year. Dover distributes Missions Offering grants after the offering closes on October 31. Application Process: Completed nominations (see above) must arrive in the Dover office by the last business day of October for grants to be made by the end of the year. Follow Up: Within six months after receiving the grant, the recipient ministry or organization should provide a report to Dover and to the nominating church describing what happened to the money and what it accomplished or made possible. This report will be used by the Missions Offering Team to help evaluate future nominations for similar grants.
